To add insult to injury, Izual's spirit was bound within the form of a terrible creature which was summoned from the Black Abyss. He became a corrupt shadow of his former self-a fallen angel trusted neither by Heaven nor Hell. Twisted by their perverse power, he betrayed his own kind and give up Heaven's most guarded secrets. Izual, however, was overcome by the demonic legions and was captured by the Prime Evils. A new demonblade, Shadowfang, was nearing completion, and Izual was intent on destroying both the wielder and weapon. Adventure Awaits.The beginning of Izual's fall from grace came when he led an assault on the Hellforge-an assault against Tyrael's wishes, but was carried out nonetheless. After he is done, the big crevice will start glowing rainbow colors instead of just pink. The Ghost of The Cow King will then appear, and speak to you. Once you arrive at the The Old Ruins, head west following the path until you reach a glowing crevice with cow bones next to it. You can get to the grave by exiting New Tristam through the gate or by taking The Old Ruins waypoint in Act 1. The Staff can be used when you reach The Cow King's Grave while it is in your inventory. The plans for this staff drop randomly from Izual in any difficulty mode. On console, only 5,000 gold is needed and Leoric's Shinbone and the Liquid Rainbow are not required for crafting the staff.
